Laws, Rules and Regulations

If you want to be more active in your state government, start with the Citizen's Guide to Lawmaking (opens in new tab). You'll learn how an idea becomes law, types of statutes, and about the Legislative Branch.

When you're ready to be heard, find out who represents you in the NC House, NC Senate and U.S. Congress (opens in new tab). Then check the Legislative Calendar (opens in new tab). When you're ready to listen in, check out audio streaming of legislative procedures in the House (opens in new tab) and in the Senate (opens in new tab). You may also contact House members (opens in new tab) and Senate members (opens in new tab) by phone or email.

Find and search for bills or session laws (opens in new tab). If you're looking up a certain law, you can search the General Statutes (opens in new tab).

Regulations can be found in the NC Administrative Code (opens in new tab). These rules and regulations govern state agencies, boards and commissions. Citizens can participate in or learn about the creation of rules and regulations by going to public meetings. See the public meetings calendar (opens in new tab).

All State agencies are required to follow a uniform procedure for conducting public rulemaking hearings, for adopting proposed rules and for filing the adopted rules for codification. The public is notified of agency rulemaking hearings through a notice published in the North Carolina Register. This notice provides a means for interested parties to be present and debate the merits of a proposed rule before adoption by the agency.

North Carolina Boards And Commissions

The Governor of North Carolina makes appointments to more than 350 statewide boards and commissions. These boards and commissions provide North Carolinians a way to engage in public service and help make decisions that shape the quality of life in our state. Appointments are constantly being made as more than 600 appointments expire each year. The Governor is always looking for qualified candidates to represent and serve our diverse state. We encourage you to review the state's wide range of boards and commissions.
